In 2010, according to Decision 1946 of the Prime Minister approving the planning of Vietnam golf course to 2020, there is no golf course in Phuoc Kien commune. Executing the decision of the Prime Minister, the City People's Committee asked PMH Company to adjust and adjust to the planning. Accordingly, PMH Company proposes investment plans including a sports ground with golf training grounds, recreation areas, housing and trade services. At the same time, the area of ​​the residential area increased to 48.7 hectares; area of ​​15 ha golf course; Left to do school, trade, sports, open space and traffic. However, according to the master plan approved by Nha Be district in 2012, this 250 ha plot of land is planned for greenery, without housing planning.

Some time later (in 2015), the city leaders announced TP support PMH company to continue investing in the project but need to correct the name suitable for the current investment model and control the maximum population size. 20,000 people.
